We have researched parking enforcement programs throughout the United States. This study included enforcement techniques used by local governments, colleges and universities, private parking firms, apartment complexes and shopping centers. What we have found to be a common denominator in effective parking enforcement programs was the practice of utilizing a car booting systems. This system is best described as consisting of a steel boot which is placed on the tire of an illegally parked vehicle. This boot acts as a locking device and thus immobilizes the vehicle. We have found that the use of a boot to immobilize a vehicle virtually eliminates the chance of damage to the vehicle (as is often caused in towing) as well as the chance of damage claims. The booting system is quicker and easier than towing and is more effective than towing. Even so, we maintain liability insurance at all times indemnifying and protecting the client from all risk of loss, claims and causes of action.
We have found that booting a vehicle is a more "humane" way of dealing with individuals who park illegally. When a vehicle is towed, the owner/operator of a vehicle immediately believes that their vehicle has been stolen. This causes unnecessary emotional stress upon the individual and the vehicle operator must then travel to the storage facility to retrieve their vehicle, suffering undo hardship and inordinate expense thus fostering ill feelings toward the owner of the property from which the vehicle was towed.
By using the booting program, the vehicle remains at the location for a reasonable period of time and is released to the owner upon receipt of payment. In the event the owner refuses to pay or leaves the vehicle beyond to reasonable period of time decided upon by the owner of the property, GPE has a towing service on call that will remove the vehicle to an impound yard. The vehicle will then be released to the owner upon receipt of payment for the towing and storage of the vehicle.
When a vehicle is towed, the Police Department must be notified in order to prevent a false stolen vehicle report being filed. By booting a vehicle, the police do not have to be notified.
